CITY COUNCIL OF THE CITY OF PLEASANTON

ALAMEDA COUNTY, CALIFORNIA

RESOLUTION NO. 88-23

RESOLUTION APPROVING EMERGENCY CONSTRUCTION OF THE
POLICE 8TATION COMPUTER ROOM ADDITION PUR8UANT TO PUBLIC
CONTRACTS CODE SECTION 20168

WHEREAS, Public Contracts Code Section 20168 permits emergency
public works construction to proceed in certain
specified circumstances without formal bidding; and

WHEREAS, the following circumstances now exist for the City of
Pleasanton:

A. After City Council approval of construction plans
and specifications for the new City Hall Annex,
unanticipated funding became available to enhance
the City's computer capacity, including
particularly the addition of a police computer.

B. With the City's expanded computer system, the
City's existing computer equipment will be housed
together with the new police computer in a room
addition to the Police Department. The Police
Station computer room requires special air
conditioning, electrical and fire extinguishing
systems to protect the computer equipment. The
police station computer room addition must be ready
to house the City's existing computer equipment
March 3, 1988, in order for remodeling of the
existing City Hall to proceed on schedule without
major disruption to computer service within the
City organization.

c. The Police Station computer room addition cannot be
delayed to permit the normal competitive bidding
process without having to move the existing
computer equipment twice in two months and without
having to construct temporary computer facilities
in the City Hall Annex which would be used for only
two months and then abandoned.

D. The Police Station computer room project is too
large to process as a change order to the City Hall
Annex contract.

E. The City Council finds that the Contractor on the
City's current remodeling job, Dar-Nel Construction
is the logical firm to carry out the emergency
construction for the Police Station computer room
because of the need to coordinate construction
schedules and movement of computer equipment.
