City of Pleasanton ) <br /> <br /> REPORT . <br /> <br /> Planning Dept. <br /> June 21, 1988 <br /> <br />SUBJECT: Review of Draft Alameda County Hazardous Waste <br /> Management Plan <br /> <br />STAFF RECOMMENDATION: Direct staff to forward a letter to <br /> Alameda County Waste Management Authority <br /> containing the recommendations outlined in this <br /> report, and as modified by Council, for inclusion <br /> in the final Hazardous Waste Management Plan <br /> <br />SUMMARY: State law requires every county to prepare a <br /> Hazardous Waste Management Plan directed toward <br /> handling the hazardous waste disposal needs within <br /> that county. The Alameda County Waste Management <br /> Authority has prepared a draft plan and is seeking <br /> input from all cities in the county. The draft <br /> plan includes general policies directed at <br /> reduction of hazardous waste at its source; on-site <br /> recycling and treatment; off-site <br /> recycling/treatment at sites close to generators; <br /> easily-accessible transfer stations available to <br /> small generators and households; special efforts to <br /> reach small business hazardous waste generators; <br /> education, information, and outreach programs; and <br /> regional cooperation in planning programs and <br /> facilities. The plan includes generalized siting <br /> criteria to be used for locating transfer, <br /> treatment, incineration, and repository facilities. <br /> It is also includes many implementation programs <br /> (and work programs). <br /> <br /> Staff review has found the general policy direction <br /> of the plan satisfactory. However, staff feels <br /> that the policies need more clarity. Similarly, <br /> the implementation programs lack priority and <br /> should be more than mere work programs the final <br /> plan. Staff's substantive concerns center around <br /> two main issues: (1) the plan's siting criteria <br /> should be Capable of allowing needed facilities <br />SR:88:299 <br /> <br /> <br />
