As
indicated in page 32 of the DEIR, the Project site is largely
contiguou~ with already developed areas and is a logical
extension of the surrounding developed areas. The Project site
is also bordered on one side by Interstate 680, as stated on
page 18 of the DEIR. The City General Plan designates the
Project site, excepting the Alviso Adobe, for low-density
residential development. The DEIR indicates at pages 32 and 33
that the Project is consistent with the City's General Plan
designations for the site, that the Project is consistent with
other City policies regarding the Project site and surrounding
area, and that the Project is considered necessary to meet the
City's projected housing needs.

The DEIR indicates on page 33 that the Project as
originally proposed did not include any mitigation measures
relating to land use impacts. The DEIR does not propose any
land use mitigation measures for this Project, although the
DEIR does propose certain mitigation measures for
Alternatives 2 and 3 to the Project. The DEIR does not
indicate that the land use impacts of the Project are
significant, and land use impacts are not identified on page 89
of the DEIR as significant, unavoidable, adverse impacts of the
Project.

In response to comments received on the DEIR, and as
indicated at pages 19-21 of the Final EIR, the Project was
revised to provide for eleven (11) fewer dwelling units on the

2
