constructed to be aesthetically compatible the rural qualities <br />of Foothill Road. <br /> <br /> Neither the DEIR nor the Final EIR states that the <br />noise impacts of the Project constitute a significant adverse <br />impact of the Project, and the DEIR's listing on page 89 of <br />significant unavoidable adverse impacts of the Project does not <br />include noise as such an unavoidable adverse impact. <br /> <br /> a. Based on the foregoing facts, the City <br />Council finds that the noise impacts of the Project do not <br />constitute a significant adverse impact on the environment. <br /> <br /> b. The City Council finds that the <br />mitigation measures numbered 1 through 3 on page 62 of the DEIR <br />and incorporated into the Project, the additional mitigation <br />measure discussed above and set forth on page 6 of the Final <br />EIR, other measures incorporated into the Project, and <br />mitigation measures which will be imposed upon future Project <br />approvals, have substantially reduced or will substantially <br />reduce the level of noise exposure outside the two-story homes <br />to be built near the freeway so that these noise levels meet <br />General Plan goals and policies. <br /> <br /> c.
