Exhibit 4-A AMENDMENT NO. 4 NPID FREEWAY IMPROVEMENTS PROJECT SCOPE OF SERVICES FOR ADDITIONAL WORK BACKGROUND During the course of the project, CH2M HILL has provided the services as outlined in Task 2.2, Project Completion Work, of Amendment No. 2 to the Contract for Consulting Services dated July 2, 1985. These services have been necessary to continue the preparation and processing of the project en- vironmental document, and have been performed at the direc- tion of CITY staff. The purpose of this AMENDMENT is to recognize and accept the additional work performed by the CONSULTANT within the proj- ect scope and to authorize the CONSULTANT to proceed with additional work to obtain Caltrans' approval of the proposed projects. It is assumed that: !) Caltrans will proceed with review and approval of project documents in a timely and consistent manner, and 2) that a Finding of No Signifi- cant Impact (FONSI) will be issued for the Environmental Document. SCOPE OF SERVICES The CONSULTANT's work authorized by this AMENDMENT is divided into two categories: 1) additional work beyond the project scope authorized by Amendment No. 2, and 2) additional work required to complete the project. The following tasks summarize the work that was required to continue the preparation and processing of the project en- vironmental document. ACTIVITIES NECESSARY TO REVISE THE OCTOBER 1986 NPID ENVIRON- MENTAL ASSESSMENT AND INITIAL STUDY Task 1--Noise Section Revision CH2M HILL provided new noise measurements and text revisions as required by Caltrans, since the project was delayed from 1985 to 1987. These delays were beyond the control of CH2M HILL and the CITY. The results of the new analysis were incorporated into the Environmental Document (ED). Task 2--Hazardous Waste Caltrans requested that a hazardous waste component be added to Sections 3 and 5 of the ED. CH2M HILL researched and
