ATTACHMENT 3 <br />N?'~ CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 07-. <br />RESOLUTION APPROVING THE COST-SHARING AGREEMENT BETWEEN <br />SURPLUS PROPERTY AUTHORITY OF ALAMEDA COUNTY, CITY OF <br />LIVERMORE AND CITY OF PLEASANTON <br />WHEREAS, LIVERMORE has prepared a specific plan ("El Charro Specific Plan") to guide the <br />future potential uses and development of approximately 250 acres just east of El Charro <br />Road at the western edge of LIVERMORE. <br />WHEREAS, The ALAMEDA COUNTY SURPLUS PROPERTY AUTHORITY is the owner of <br />approximately 124 acres of real property located in unincorporated County immediately <br />to the east of PLEASANTON commonly known as Staples Ranch ("Staples Ranch <br />Property"). The Staples Ranch Property is located within PLEASANTON's sphere of <br />influence, and it is anticipated that PLEASANTON will annex the Staples Ranch <br />Property promptly following approval of the Staples Ranch Project, as defined below. <br />WHEREAS, PLEASANTON is preparing an amendment to the Stoneridge Drive Specific Plan to <br />guide future development of the Staples Ranch Property ("Staples Ranch Specific Plan"). <br />WHEREAS, On May 16, 2006, LIVERMORE issued a Notice of Preparation, with respect to a Draft <br />Environmental Impact Report ("EIR") for the El Charro Specific Plan. On January 11, <br />2007, LIVERMORE released the Draft EIR for the El Charro Specific Plan for public <br />review and comment. On April 13, 2007, LIVERMORE distributed the Final EIR. On <br />July 9, 2007, the Livermore City Council certified the Final EIR for the El Charro <br />Specific Plan ("LIVERMORE EIR"). <br />WHEREAS, AUTHORITY has proposed amixed-use development project on the Staples Ranch <br />Property as described in the Notice of Preparation for the Stoneridge Drive Specific Plan <br />Amendment/Staples Ranch DEIR, dated March 19, 2007 and prepared by <br />PLEASANTON, ("Staples Ranch Project"). The Staples Ranch Project includes an auto <br />mall site encompassing 37 acres, a 45~ acre senior continuing care community for up to <br />800 units plus supporting skilled nursing facilities comprising approximately 1,400,000 <br />square feet, a 17f acre community park, which may include lighted sports fields and a <br />four-rink ice-skating facility, and future commercial uses on the remaining 16 acres. The <br />AUTHORITY and PLEASANTON have entered into a Memorandum of Understanding <br />dated April 18, 2006, ("Staples Ranch MOU"), regarding the processing of applications <br />and consideration of entitlements required for the Staples Ranch Project, and it is <br />anticipated that PLEASANTON will consider certifying an EIR for the Staples Ranch <br />Project in 2008. <br />1 <br />
