BACKGROUND <br />Kottinger Park is a 14.5-acre linear park located along Kottinger Drive from Cabernet <br />Court east to Bernal Avenue. Kottinger Creek (a.k.a. Saint Mary's Creek), is the <br />predominate natural feature that runs the length of the Park. The creek has been <br />altered through the years with the construction of storm culverts, pedestrian crossings, <br />and check dams, to address park maintenance and bank erosion concerns. The park <br />has remained relatively unchanged since its construction in the 1960's. In recent years, <br />various improvement projects have been undertaken to upgrade irrigation systems and <br />pedestrian circulation within the park. <br />The "Friends of Kottinger Creek" (a grassroots citizen group), worked with the Council <br />and City staff to design and plan the project, which included restoring the Creek to a <br />more natural setting. The primary objectives were twofold; one was to restore the creek <br />and allow the natural stream flow processes to occur, and the second was to maintain <br />public access and the current uses of the park. The project provided for the regrading <br />of the creek to a more natural meandering course, and included the removal of invasive <br />vegetation species, the replanting of native trees, grasses and shrubs. <br />On May 16, 2006, City Council awarded a contract to Hanford Applied Restoration and <br />Conservation of Sonoma, California, in the amount of $1,022,773.57. The City Council <br />also approved a 10% contingency, costs for construction services, and miscellaneous <br />printing and advertising costs for a total amount of $1,178,313.57. See Attachment 1 <br />for a project funding and expenditure summary. <br />DISCUSSION <br />The reconstruction and restoration of 'Kottinger Creek is complete and ready for <br />acceptance. The City has entered into a Maintenance and Reporting Contract with <br />Hanford ARC Inc. to provide ongoing maintenance and reporting in compliance with our <br />existing regulatory environmental permits. The cost of the current contract for the first <br />year of maintenance is $53,866. Future years' costs are accounted for in the Parks and <br />Community Services operating budget.
