., THE CITY OF _ i ~ ~L£~S~4NTONo 18 CITY COUNCIL AGENDA REPORT August 21, 2007 Administrative Services Department TITLE: REVIEW AND DISCUSS RESOLUTION AMENDING MEMORANDUM OF UNDERSTANDING BETWEEN THE LIVERMORE-PLEASANTON FIRE DEPARTMENT JOINT POWERS AUTHORITY AND INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, LOCAL 1974 SUMMARY The Memorandum of Understanding (MOU) between the Livermore-Pleasanton Fire Department Joint Powers Authority and International Association of Firefighters, Local 1974 expired on July 31, 2007. In accordance with the Joint Powers Authority Agreement between Livermore and Pleasanton creating the Livermore-Pleasanton Fire Department, the JPA Board and the City Councils of Livermore and Pleasanton are the appropriate agencies to approve labor agreements with represented employees. Representatives of the partner cities met and conferred with representatives of the Local and reached a tentative agreement covering the period August 1, 2007 through July 31, 2010. The Local ratified the tentative agreement in early July. The JPA Board and the Livermore City Council approved the tentative agreement in July also. The final step in the process is to present the tentative agreement to the Pleasanton City Council for approval. Unlike previous years, staff is introducing the tentative agreement with IAFF, Local 1974, in two steps. The first step is an introduction of the matter at the August 21St Council meeting, with no formal action being requested by staff. The second step involves formal action at the September 4th meeting. This provides an opportunity for staff and City Council to openly discuss the matter in two sessions. The thought is to "sunshine" the proposed action during the first meeting and to receive input from City Council and/or public prior to formal action. RECOMMENDATION Review and discuss the tentative agreement between the Livermore-Pleasanton Fire Department Joint Powers Authority and International Association of Firefighters, Local 1974. The proposed resolution authorizing the City Manager to execute the MOU is attached and will be included on the agenda for the September 4, 2007 meeting for Council adoption.
