BACKGROUND <br />The City of Pleasanton has obtained a grant for preparation of a Pedestrian and Bicycle <br />Master Plan. In order to meet the requirements of the grant funding, and to help guide <br />the process, a Bicycle and Pedestrian Advisory Committee (BPAC} must be formed to <br />oversee the development of the Master Plan. The BPAC will participate in the selection <br />of the consultant, and will hold periodic meetings to review the consultant work product <br />and provide comment and direction. After the completion of the Master Plan, the BPAC <br />will continue to provide input and direction on Bicycle and Pedestrian Issues. <br />DISCUSSION <br />The formation of the Bicycle Pedestrian Advisory Committee is a requirement of the <br />grant funding. Staff recommends the formation of a Bicycle and Pedestrian Advisory <br />Committee to consist of the following members: <br />A representative from the Parks and Recreation Commission <br />A representative from the Trails Ad Hoc Committee <br />A representative from the Planning Commission <br />Two at-large representatives <br />The Parks and Recreation Commission, Trails Ad Hoc Committee, and the Planning <br />Commission will each appoint a representative to the Bicycle Pedestrian Advisory <br />Committee. The Mayor will solicit applicants and make an appointment subject to <br />ratification by the City Council. At-large members will serve on the Committee for a <br />term of two years. Representatives from City Commissions will remain on the Bicycle <br />Pedestrian Advisory Committee for the term of their service on the City Commission. <br />Below is an approximate timeline of milestones in preparation of the Master Plan: <br />Release Request for Proposals <br />BPAC first meeting (discuss consultant selection procedure) <br />Select Consultant <br />Consultant to meet with BPAC to review Final Draft Master Plan <br />Consultant to present Final Draft Master Plan to City Council <br />for approval <br />August 2007 <br />October 2007 <br />November 2007 <br />May 2008 <br />October 2008 <br />After the completion of the Bicycle and Pedestrian Master Plan, the Bicycle and <br />Pedestrian Advisory Committee will oversee the implementation of the projects and <br />programs recommended by the Master Plan. <br />Submitted by: Fiscal Review: Approv d by: <br />Rob Wilson David P.
