This was considered when staff and consultants looked at how <br />to best fit everything into a park area and agreed it was a more workable configuration for <br />the park as well as the retail area. Plans were then returned which showed this possibility <br />and the Commission agreed with the layout. <br />Mr. Wolfe emphasized the recommendations presented to the Council; 1) to adopt the <br />recommended park concept plan as noted. By approving the plan the Council is not <br />specifically identifying the location of those elements and the Park and Recreation <br />Commission would review this and return to Council once they are ready to finalize design <br />and consider the actual construction of the park; 2) approve the reconfiguration of the park <br />boundaries as supported by the Parks and Recreation Commission for a modified design; <br />3) support development of the ice skating facility; and 4) identify a lighted baseball field as <br />first priority if the City acquires the adjacent 5-acre site for an additional park. He said the <br />items were unanimously supported by the Commission with one exception, which included <br />the request for more open space. <br />Mr. Bocian said staff recommends that Council accept the Park and Recreation <br />Commission recommendation, approve the reconfiguration of the park boundaries, and <br />authorize preliminary discussions with San Jose Arena Management regarding the ice <br />facility concept. Staff is currently going through the process and would like to provide <br />direction one way or another to the Staples developer to let them know the new <br />configuration of the park because it impacts how they are working on designing the area. <br />Councilmember Thorne questioned any lock-in on certain elements. City Manager Fialho <br />said the Council was not locking into any elements, but simply how potential elements <br />interact with the 17-acre site and showing conceptually that they fit. In the coming months, <br />Council will embark on a Community Park Master Plan and work on how exactly the site <br />gets designed, which would be a very open and public process. <br />Councilmember McGovern confirmed with Mr. Bocian that the Council was establishing <br />where the 17 acres of the park would be. <br />Councilmember McGovern asked how the Staples Ranch tied into EI Charro. Mr. Bocian <br />said there was really no area of the park that ran into EI Charro, except for a private <br />bridge. <br />Councilmember McGovern requested staff provide the percentage of open space for the <br />property in the future, she also suggested discussing the school district's all-weather <br />fields, the types of materials and other factors considered in their decision-making. If the <br />Sharks were to build she hoped that however they were to deliver their goods to the <br />facility, it be connected to the commercial property and not to the park. <br />Mayor Hosterman opened the item for public comment. <br />Nicholas Powers said he supported building an ice facility at Staples Ranch, felt many <br />people could not play hockey because there is no hockey establishment in town. He said <br />he must go to a 4-day hockey camp 45 minutes away. He felt the facility would bring in <br />more money, business, and noted hockey was afast-growing sport and asked the Council <br />to approve it. <br />Patty Powers thanked the Council, staff, the Park and Recreation Commission and the <br />Sharks organization for the many hours spent trying to bring the facility to Pleasanton.
