24. All mechanical equipment shall be constructed in such a manner that noise <br />emanating from it will not be perceptible beyond the property plane of the subject <br />property in a normal environment for that zoning district. <br /> <br />25. Decorative wall-mounted lights consistent with the architecture of the building <br />shall be utilized on the exterior of the building. The applicant shall submit an <br />exterior lighting plan for the building for the review and approval of the Planning <br />Director prior to issuance of building permits. The lighting plan shall include <br />drawings and/or manufacture’s specification sheets showing the size and types <br />light fixtures proposed. Lighting shall be directed downward and designed or <br />shielded so as to not shine on neighboring properties or roadways and shall have <br />the least luminosity. <br /> <br />26. The project developer shall use their best efforts in implementing the measures <br />identified in the Green Building Council’s (GBC), “Leadership in Energy and <br />Environmental Design (LEED)” in the design, construction, and operation of the <br />proposed building. These measures shall be shown on the building permit plan <br />set submitted for review and approval before issuance of a building permit. In <br />conjunction with the building permit application, the project developer shall <br />determine the building’s “LEED Green Building Rating”, using the GBC <br />evaluating methodology, and shall report the rating to the Planning Director <br />before issuance of the building permit. Prior to building permit issuance, the <br />green building provisions that are proposed to be included in the development <br />shall be submitted to the Planning Director for review and comment. City staff <br />shall arrange a meeting with the project developer to discuss the proposed <br />measures and to determine if other feasible, mutually agreeable green building <br />measures can be incorporated into the project. <br /> <br />27. All trash and refuse shall be contained completely within the enclosure shown on <br />the site plan. The materials and color of the enclosure walls and roof shall match <br />the rear building wall, the materials and color of the enclosure roof shall match <br />the building roof, and the gates shall be corrugated metal or solid wood. The <br />location and design of the enclosure shall be shown on the plans submitted for <br />issuance of building permits and shall be subject to the approval of the Planning <br />Director and Fire Chief. Trash containers shall be stored within the enclosure at <br />all times, except when being unloaded. <br /> <br />28. Trash areas, dumpsters, and recycling containers shall be enclosed and roofed <br />to prevent water run-on to the area and runoff from the area and to contain litter <br />and trash, so that it is not dispersed by the wind or runoff during waste removal. <br />These areas shall not drain to the storm drain system, but to the sanitary sewer <br />system and an area drain shall be installed in the enclosure area, providing a <br />structural control such as an oil/water separator or sand filter. No other area <br />shall drain into the trash enclosure; a berm shall be installed to prevent such <br />drainage if found necessary by the City Engineer/Chief Building Official.
