28. Prior to issuance of a grading or building permit, a temporary six-foot tall chain <br />link fence or approved equivalent shall be installed around the trees as a <br />protection measure. Fencing shall remain in place until final occupancy is <br />granted for the dwellings; removal of such fencing prior to that time may result in <br />a "stop work" order. <br /> <br />29. The project developer shall arrange and pay for the arborist on site during <br />grading to ensure that Tree No. 42 is properly protected. The results of the <br />inspections shall be certified in writing by the arborist for conformance to the <br />approved plans and arborist report and submitted to the Planning Director for <br />review prior to occupancy. <br /> <br />30. The applicant shall provide a tree replacement program at a 1:6 ratio. This <br />requirement shall be reflected on the final landscaping plan for the approval by <br />the Planning Director. <br /> <br />Landscaping and Irrigation System Design and Operation: <br /> <br />31. A final landscape plan and irrigation plan shall be submitted to and approved by <br />the Planning Director as part of the building permit plan set prior to issuance of <br />an on-site permit. Said landscape plan shall include the following: <br /> <br />a. A combination of 15-gallon-, 24-inch-box, and 36-inch-box size coastal live <br />and valley oaks planted to the east of the building. <br /> <br />32. No domestic landscaping is allowed on the south side of the proposed building. <br />All shrubs a minimum of five (5) gallons, unless otherwise conditioned or shown <br />on the approved landscape plan. <br /> <br />33. The project developer shall provide root control barriers and four inch (4") <br />perforated pipes for the street trees. <br /> <br />34. All landscaping indicated on the plans shall be installed by the <br />applicant/homeowner within nine (9) months of the occupancy. The applicant <br />shall arrange a landscaping site inspection with the Planning Department staff <br />upon completion of the landscaping installation. <br /> <br />35. All natural grassland areas to be retained with the property shall be moved <br />annually (or more frequently if directed to do so by the Fire Marshal) for fire <br />management purposes. Groundcovers adjacent to these areas shall be irrigated <br />in order to provide a “wet blanket” effect for fire management purposes. <br /> <br />Building Permit Review: <br /> <br />36. The applicants shall obtain a building permit, and any other applicable City <br />permits for the project prior to the commencement of any construction. <br /> 6 <br /> <br />
