6. The proposed project shall be a "green home" with a minimum of points in each category <br />(Resources, Energy, and IAQ/Health) required for a Certified Rating. The green building <br />measures shall be shown on one of the first two pages of the plans submitted for issuance <br />of a building permit. Each point identified shall have a notation showing which sheet the <br />item can be found. A special inspection by a representative from the Planning <br />Department shall be coordinated with regards to landscaping, irrigation, and exterior <br />materials. All of the green building measures indicated on the approved checklist shall <br />be inspected and approved by either the City of Pleasanton, a qualified specialist, or the <br />applicant shall provide written verification by the project engineer, architect, landscape <br />architect, or designer. <br />7. Prior approval from the Planning Department must be received before any changes are <br />constituted in site design, grading, building design, building colors or materials, <br />landscape material, etc. <br />Planning <br />8. All future additions on Lot 2 shall be subject to the City's Design Review procedure with <br />final approval by the Planning Director. If the Planning Director has concerns with the <br />design or potential visibility of the additions, the Planning Director shall refer the design <br />review application to the Planning Commission for review and approval. <br />9. Prior to building permit submittal, the plan set shall be revised to illustrate that the <br />residence meets maximum height limit of 22 feet and to revise the building elevations to <br />correctly illustrate the height of the proposed structure. <br />10. Any grading or tree removal being done during the raptor nesting season (February 1 to <br />August 31), shall require a focused survey for raptor nests to be conducted by a qualified <br />biologist during the nesting season. The survey shall be conducted no less than fourteen <br />(14) days, and no more than thirty (30) days, prior to the beginning of grading, tree <br />removal and/or construction. If nesting raptors are found during the focused survey, no <br />grading, tree removal, or construction shall occur within five hundred feet (500' 0") of an <br />active nest until the young have fledged - as determined by a qualified biologist - or until <br />the project developer receives written approval from California Department of Fish and <br />Game personnel to proceed. The written findings of the biologist shall be provided to the <br />Planning Director within thirty (30) days of the start of grading. <br />11. Prior to building permit submittal, the project developer/property owner shall <br />complete a biotic survey of the property areas outside of the building envelope areas to <br />determine the presence of habitat for threatened or endangered species. The biotic survey <br />shall be completed by a licensed biologist and shall be submitted to the Planning Director <br />for review. Should the survey indicate that the property contains habitat for threatened or <br />endangered species, then the biologist shall recommend uses and/or other mitigation <br />measures for those areas outside the building envelope to mitigate impacts on said <br />habitat.
