d. Submit a construction Best Management Practices (BMP's) program for review and <br />approval by the Planning Director prior to issuance of building and/or grading <br />permits. These BMP's shall be implemented by the general contractor and all <br />subcontractors and suppliers of materials and equipment. Construction site cleanup <br />and control of construction debris shall also be addressed. Failure to comply with the <br />approved construction BMP may result in the issuance of correction notices, citations, <br />or a stop work order. <br />36. Prior final occupancy, the subject property shall be connected to the public sanitary <br />sewer line and water service. All existing septic tanks or holding tanks shall be <br />abandoned, pursuant to the requirements of the Alameda County Department of Health <br />Services. <br />37. All utilities required to serve the existing house on-site shall be installed underground, <br />including, but not limited to, telephone, cable, electric, and gas lines. <br />38. Any damage to existing street improvements during construction on the subject property <br />shall be repaired to the satisfaction of the City Engineer at full expense to the project <br />developer. This shall include slurry seal, overlay, or street reconstruction if deemed <br />warranted by the City Engineer. <br />39. Prior to final building inspection, the project developer shall post address numerals on <br />the building and along driveways as deemed necessary by the Fire Chief. Said numbers <br />shall be plainly visible from all adjoining streets or driveways during both daylight and <br />night time hours. <br />40. Prior to building permit issuance, The project developer shall include erosion <br />controUstorm water quality measures on the final grading plan which shall specifically <br />address measures to prevent soil, dirt, and debris from entering the storm drain system. <br />Such measures may include, but are not limited to, hydroseeding, hay bales, sandbags, <br />and siltation fences and are subject to the review and approval of the Chief Building <br />Official. <br />41. The haul route for all materials to and from this development shall be approved by the <br />City Engineer prior to the issuance of an encroachment permit. <br />Landscaping Conditions <br />42. Prior to building permit submittal, the landscape plan shall be revised to reflect the <br />requirements of the FMP, the comments of the City Landscape Architect, and all tree <br />replacement plantings as noted in condition number 29. Said landscape plan shall be <br />detailed in terms of species, location, size, quantities, and spacing. <br />43. Prior to building permit issuance, an irrigation plan shall be submitted to and approved <br />by Planning Director before installation.
