2.3 Bulletin Boards <br /> The City shall provide suitable space for bulletin boards <br /> in the fire stations. The Union shall be allowed to use <br /> such bulletin boards for communications having to do with <br /> official Union business, such as time and place of <br /> meetings. <br />2.4 Use of City Buildings <br /> <br /> City buildings and other facilities may be made available <br /> for use by City employees or the Union or its <br /> representatives in accordance with such administrative <br /> procedures as may be established by the City Manager or <br /> his/her designated representative. <br /> <br />2.5 Advance Notice <br /> <br /> Except in cases of emergency as provided below in this <br /> subsection, the Union, if affected, shall be given <br /> reasonable advance written notice of any ordinance, <br /> resolution, rule or regulation relating to matters with <br /> the scope of representation proposed to be adopted by the <br /> City and shall be given the opportunity to meet with the <br /> appropriate management representatives prior to <br /> adoption. <br /> <br />Section 3. No Discrimination <br /> <br /> Neither the City, the Union, nor any person employed by <br /> them shall discriminate against any employee, or <br /> applicant for employment because of race, color, <br /> religion, sex, national origin, age, medical condition, <br /> pregnancy, marital status or handicap, except where such <br /> factors are determined to be a bona fide occupational <br /> qualification. Furthermore, the City shall not <br /> discriminate against any employee because of legitimate <br /> employee organization activities. <br /> <br /> - 6 - <br /> <br /> <br />
