Regional residents from Livermore, Fremont and the larger metro area may visit on special occasions <br />or during special events. They may not be as intrigued by artwork that uses local history as subject <br />matter. <br />• Some residents and tourists calendar their visits for only one of the following scheduled times: during <br />the Farmers' Market, for First Wednesday evening strolls and window shopping or for festivals and <br />special events. They are often distracted by the array of stimuli and require a more substantially- <br />scaled, participatory, high impact artwork to attract their attention. <br />• Workers who frequent downtown every day will maintain interest in artwork that changes visibly, <br />responding to movement, seasonal change, daylight conditions or naturally occurring elements such <br />as a stiff breeze or afast-moving cloud. <br />General guidelines for community access <br />• General public viewing: Vantage points should be identified from which the public can view the <br />work. Passing vehicular traffic should be able to view the work without compromising public safety. <br />• Adjacencies: Views of the artwork should fit within existing, planned, or proposed landscape and <br />hadscape features and public improvements, and be scaled for future plant growth. <br />• Operational characteristics: The artwork should be visible from vantage points outside the property <br />whether or not the site is open to the public. <br />8 <br />
