SR 89:133 <br />Page 10 <br /> <br />Staff Recommendation <br /> <br />The staff has presented three policy options to allow your Council <br />to exercise control of development based upon the most accurate, <br />timely information which depicts current and short-range <br />projections rather than just a long range, most conservative, <br />maximum occupancy condition. <br /> <br />The first policy option is recommended if your Council wishes to <br />allow North Pleasanton to continue development. <br /> <br />The third option is recommended if your Council wishes to take a <br />more conservative approach. This allows more time to analyze and <br />develop additional mitigating measures. <br /> <br />The second option is recommended if your Council believes that the <br />average occupancy and density conditions which exited just prior <br />to the new AT&T Headquarters move are representative of what we <br />may see two years into the future. This option allows some but <br />not all of the development that staff understands is being <br />proposed in 1989. <br /> <br />Staff recommends a 90% building occupancy rate for policy option <br />1), a 95% occupancy rate for policy option 2), and a 100% <br />occupancy rate for policy option 3). <br /> <br />No matter what action is taken with respect to the above options, <br />staff recommends modifying the commercial rates to reflect the ITE <br />pass-by adjustments. <br /> <br />Respectfully submitted, <br /> <br />~t R.
