DRAFT <br />In response to Mr. Kelly's inquiry regarding whether the City expects to expand its <br />sphere of influence to provide sewer services down Sunol Boulevard to the San Francisco <br />Water District property, Ms. Stern replied that the City has no plans to expand its sphere <br />of influence at this time and that it does not provide services outside of its UGB. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Pearce thanked Ms. Stern for clarifying the language and removing <br />redundancies, making the text more direct and much easier to read. Ms. Stern noted that <br />Sally Maxwell also worked hard on editing the text. <br />Commissioner Blank inquired whether it would be appropriate not to count the <br />240 Staples Ranch units under the cap as long as they are used for affordable housing or <br />TOD. <br />Commissioner O'Connor commented that this should be discussed not because more <br />units should be in TOD but because there are 2,007 units within the City that have not yet <br />been allocated. He added that the Commission could still allocate more units into TOD <br />housing if it desired. He noted that the Staples Ranch proposal does not consist of only <br />assisted-living units but is a three-stage living facility, of which 240 units would be like <br />apartments. <br />In response to Commissioner Blank's inquiry if the Commission could make a <br />recommendation on what it wants done with the 2,007 units, Ms. Stern noted that the <br />Commission had already preliminarily allocated 1,600 of these units at its earlier <br />consideration of the Draft Element. <br />Commissioner Blank noted that it would be helpful for Pleasanton to allocate more units <br />for TOD and affordable housing. Commissioner O'Connor stated that in addition to the <br />200 of the 1,600 that the Commission had designated as placeholders for future units, <br />there are an additiona1400 units available under the 2,007 total units. <br />Commissioner Pearce noted that the baseline threshold that Hacienda needs to make its <br />project viable includes its 330 allocations plus the 400 units that remain unallocated and <br />the remainder from Staples Ranch. <br />Commissioner O'Connor expressed concern about making an exception for what appears <br />to be ordinary apartments because they form part of a senior housing project. He stated <br />that if that would be the case, then other senior housing facilities should not be counted, <br />and the Hacienda Business Park TOD units should not be counted as well. He noted that <br />the low-cost housing that have been constructed in the past, a great majority of which <br />were for seniors, have been counted. <br />Commissioner Narum noted that there are about 60 units in the Staples Ranch assisted <br />living proposal come with garages.
