DRAFT <br />Mr. Paxson replied that while rezoning particular sites for residential use is the upper <br />focus of the Specific Plan, it forms only a part of the Plan; the Specific Plan, as a whole, <br />is designed to look at the relationship among jobs, housing, transportation, and the <br />different functional uses within the Park to make them operate better. He indicated that <br />the Plan includes the full component of pedestrian amenities, improving way-finding <br />between projects, transportation upgrades, public improvements and other things that <br />impact the existing sites regardless of whether or not they are the specific focus of <br />changed uses within the Plan. He added that 300 units would comprise only one project <br />and would not require a Specific Plan process. He stated that Hacienda is looking at how <br />to change how the Park operates over time, which requires a critical mass, and all the <br />elements together necessitate a larger project. <br />In response to Commissioner Narum's inquiry regarding whether the CarrAmerica <br />expansion project is part of the Plan, Mr. Paxson said yes. <br />Randall Kelly, 2672 Randall Way in Hayward, stated that he owned six acres south of the <br />Castlewood Country Club and north of the Verona Bridge. He noted that his property is <br />in Alameda County adjacent to Pleasanton and is zoned Agriculture. He stated that it <br />would not be cost-effective to build only one house on his property and that building two <br />or three homes or even an assisted living facility would be more innovative. He asked <br />Ms. Stern what properties in the area were being considered for land use designation <br />changes. Referring to the proposed Land Use Map, Ms. Stern pointed to the parcels that <br />were being proposed for re-designation. She noted that Mr. Randall's property was <br />outside the urban growth boundary (UGB) and the City limits. She explained that the <br />City does not have residential development outside the UGB and that there are no <br />adjustments contemplated for the UGB at this time. Ms. Stern also informed Mr. Kelly <br />that the Agriculture designation allows for only one residential unit. <br />In response to Chairperson Fox's inquiry regarding whether the property is within the <br />East County UGB or outside the County's UGB, Ms. Stern replied that it was outside the <br />County's UGB. <br />Chairperson Fox inquired what would need to be done if Mr. Kelly wanted to have more <br />than one house on his property. Ms. Stern replied that the City's UGB and General Plan <br />as well as the County's UGB would need to be adjusted. <br />Chairperson Fox inquired if a vote of the people of Pleasanton and the County would be <br />necessary to adjust the UGB. Ms. Stern replied that she cannot give a legal opinion but <br />that she believes that the answer is yes to both. Ms. Harryman confirmed that it would be <br />correct to say that a vote of the people of Pleasanton and the County would be required. <br />Commissioner O'Connor inquired if the property is within Pleasanton's sphere of <br />influence.
