DRAFT
Page 2-21
Chairperson Fox inquired if the City can change each Element of the General Plan or just
the Land Use Element every four years. Ms. Stern replied that this applies to all
Elements of the General Plan.
Page 2-22
No changes.
Page 2-23
No changes.
Page 2-24
Chairperson Fox:
• Modify the legend of the Land Use Map to distinguish Public and Institutional
from Schools.
Page 2-25
Chairperson Fox:
• Add back the deleted paragraph on Specific Plan if this is not included in another
section regarding Specific Plans.
Goals, Policies, Programs
Page 2-26
Commissioner Blank noted that there are certain things that are better to have around
airports such as open space, parks, and other broad areas without a high degree of density
like golf courses. He added that high-density housing without good soundproofing would
not be a complementary use. Commissioner O'Connor added factories and industrial
buildings.
• Consider external factors and potential impacts (such as the airport noise) when
designating land uses.
Commissioner Narum inquired why the specific plan is not mentioned under
Program 1.1. Ms. Stern replied that the General Plan usually rules, and the State
mandates that zoning designations should be consistent with the General Plan. She added
that the specific plan falls in between the General Plan and the zoning designation.
Chairperson Fox inquired if "the City sphere of influence" refers to the entire City limits
and the sphere of influence. Ms. Stern said yes; it would include land that has been
pre-zoned that could be outside the City limits.
DRAFT EXCERPTS: PLANNING COMMISSION MINUTES July 11, 2007Page 15 of 24
