DRAFT <br />Page 2-12 <br />Commissioner Blank <br />• Modify the sentence on the third line under East Pleasanton Specific Plan to read: <br />"This area, which is impacted by noise generated from the Livermore Airport, <br />may include development...." <br />Commissioner Fox: <br />• Include language under East Pleasanton Specific Plan that this was deferred to <br />after the completion of the Bernal Property tasks. <br />Commissioner Pearce inquired why it would be necessary to include this in the Land Use <br />Element in addition to the Noise Element when the Land Use Element refers to property <br />in Pleasanton and the Livermore Airport in not in Pleasanton. She noted that it does not <br />coordinate with the purpose of the Land Use Element. <br />Commissioner Blank replied that while the Airport is not in Pleasanton, the noise is. He <br />noted that 80 percent of the complaints about the airport come from Pleasanton ,and <br />50 percent of these complaints come from two homes in Pleasanton. He stated that he <br />wants to ensure that as the City moves forward, it is stated clearly in Planning and <br />disclosure documents so that when people buy homes in Pleasanton, they are aware that <br />there is an airport in this area. He added that it describes the future of how the land will <br />be used and that he did not think it was appropriate to talk about land use without <br />mentioning noise which may impact the uses on that land. <br />Commissioner Narum noted that Staples Ranch is next to the freeway which would also <br />generate noise. She inquired where the line would be drawn. <br />Commissioner O'Connor stated that he had no problem mentioning the airport in the <br />Land Use Element when there is potential to build homes in big undeveloped areas. <br />Chairperson Fox stated it is good to mention the airport wherever possible so people who <br />are looking to move there would be aware of its existence. She added that this is <br />consistent with the East County Area Plan which includes airports and policies under its <br />Land Use section. <br />Pa e <br />Commissioner Pearce inquired why the first three paragraphs under the Urban Growth <br />Boundary were deleted. Ms. Stern replied that it was more of a policy than background <br />so it was moved as a policy to the Growth Management section. <br />Commissioner Pearce inquired if, under Residential Cap at the bottom of the page, the <br />reference to counting a proportion of living units is still considered still fluid or ready to <br />be codified into the General Plan.
