Draft <br />2.0 Land Use Element <br />Program Extend urban services only to areas within the Urban Growth <br />184.2: BoundarvU~B, with the following possible exceptions fox <br />selected urban services: (1) areas beyond the ~-boundarv <br />where the public health and safety present overriding <br />considerations; (2) as to water service, areas which are within <br />the boundaries of the former Pleasanton County Township <br />Water District and where the service extension is consistent <br />with the 1967 Joint Powers Agreement between the City and <br />the District; (3) on reclaimed land which is currently <br />designated as Sand and Gravel Harvesting in East Pleasanton <br />when the potential future use is non-urban. <br />Program Because the Urban Growth Boundarv~ is considered to be <br />184.3: permanent, future adjustments to the boundarvU~B line <br />location are discouraged; provided, however, minor <br />adjustments may be granted that meet all of the following <br />criteria: (1) are otherwise consistent with the goals and policies <br />of the General Plan; (2) would not have a significant adverse <br />impact on agriculture, wildland areas, or scenic ridgeline views; <br />(3) axe contiguous with existing urban development or with <br />property for which all discretionary approvals for urban <br />development have been granted; (4) would not induce further <br />adjustments to the boundary; and (5) demonstrate that the full <br />range of urban public facilities and services will be adequately <br />provided in an efficient and timely manner. <br />Program Encourage lower intensity uses immediately inside the Urban <br />184.4: Growth BoundarvU~B, as necessary, to prevent potential land <br />use conflicts with outlying non-urban uses. <br />Program The foregoing Policy 184 and Programs 184.1 through 184.4, <br />1$4.5: this Program 184.5, and the Urban Growth Boundary <br />designated on the City of Pleasanton General Plan Map <br />adopted August 6, 1996, and as readopted by the Pleasanton <br />Urban Growth Boundary Initiative, shall be amended only by a <br />vote of the people. <br />Program 18.6: Reevaluate Urban Growth Boundary locations adjacent to <br />areas designated for Sand-and-Gravel Harvesting in East <br />Pleasanton at such time as comprehensive land-use designation <br />changes are considered for the reclaimed quarry lands. <br />Policy 19: Regulate the number of housing units approved each year to adequately plan <br />~' for infrastructure and assure Ciry residents of a predictable growth rate. <br />LU element 082107 redline 2-35 <br />
