Draft 2.0 Land Use Element <br />Program 20.2: The foregoing Policy 20 and Program 20.1, and this <br />Program 20.2, shall be amended only by a vote of the people. <br />Policy 21: Annex urbanized pockets of unincorporated land adjacent to the city limits in <br />areas where landowners are willing to accept City services and development <br />standards. <br />Program 21.1: Explore methods of annexing the remaining unincorporated <br />pockets of urbanized land. <br />Policy 22: Encourage development in locations which would complete or install planned <br />public facility systems. <br />Program 22.1: Invest in public facilities and amenities that support the infill <br />of development. <br />Program 22.2: Assure that services to existing developed areas are <br />maintained at an acceptable level when new development <br />occurs. <br />Sustainability <br />Goal 3: Create a land use pattern that promotes resource sustainability and <br />environmental quality. <br />Moved policy 23: Integrate energy efficiency, energy conservation, and energy self-sufficiency <br />from <br />Draft measures into land-use planning. <br />Energy <br />Element <br />Program 23.1: When reviewing development projects (especially in areas <br />where there is likely to be the most change and the greatest <br />impact can be made, e.g., East Pleasanton and Hacienda), <br />consider how the following will impact energy use: density, <br />neighborhood design, proximity to transit, proximity to <br />shopping/employment, walkability, street layout, and <br />construction techniques (Green Building). <br />Program 23.2: When reviewing development projects, review transportation <br />energy-efficiency measures alongside level-of-service <br />standards. Develop a methodology to accomplish this and <br />then adopt it. <br />Program 23.3: Consider using software tools to assist in the evaluation of the <br />energy efficiency of development proposals. <br />Program 23.4: Support more locally-serving shopping opportunities in <br />neighborhoods so that people do not have to drive far to <br />purchase goods. <br />LU element 082107 clean 2-33 <br />
