WHEREAS, in reviewing this request for reapproval in accordance <br />with the provisions of CEQA, a Supplement to the <br />EIR has been prepared; the Planning Commission has <br />reviewed and considered the information contained <br />in the EIR and the Supplement to the EIR and has <br />found them complete and adequate (Resolution No. 2381) <br />and <br />WHEREAS, a public hearing was held on October 26, 1983 at <br />which time public testimony was received relating <br />to the project; and <br />WHEREAS, the EIR indicates significant environmental effects <br />would result from the reapproval of PUD-81-30, <br />Hacienda Business Park, as summarized in the <br />Significant Effects and Findings, attached hereto <br />as Exhibit "A" and incorporated herein by reference, <br />and as more completely discussed in the EIR itself; <br />and <br />WHEREAS, CEQA and State and local guidelines adopted pursuant <br />thereto require this Planning Commission to make <br />specific findings when an EIR identifies one or <br />more potentially significant effects which may <br />result from approval of the project; and <br />WHEREAS, this Planning Commission finds that potentially <br />significant environmental effects either (1) have <br />been avoided or substantially lessened by changes <br />and alterations which have been incorporated <br />into the project during the review process, including <br />conditions of approval, (2) require mitigation by <br />another public agency having jurisdiction, or <br />(3) cannot be mitigated except by mitigation <br />measures or alternatives found to be infeasible <br />given economic, social, environmental, and other <br />considerations. The facts and findings supporting <br />these findings are summarized in the Significant <br />Effects and Findings, attached hereto as Exhibit <br />"A", and as are more fully found in the administrative <br />record of this project; and <br />WHEREAS, despite the measures adopted to avoid or substantially <br />lessen the potentially significant effects, certain <br />effects would occur, including: regional land use <br />effects of long-term partially built industrial/commercial <br />sites and pressures to increase quantities of <br />planned residential land and densities; increased <br />traffic volumes and deteriorating levels of service; <br />increased emissions and concentration of air <br />pollutants; growth-inducing effects of certain <br />public service improvements necessary to accommodate ~ <br />project development; increased usage of water, ~' <br />sewage treatment capacity, and energy; increased <br />-4- <br /> <br />
