VIII. Hydoloqy. <br />A. Significant Effect. Reduction in floodplain due to <br />Tassajara Creek and Arroyo de la Laguna Channel <br />improvements including removal of about 704 resi- <br />dences from the 100 year floodplain. <br />a.l Finding. This is a beneficial impact. <br />B. Significant Effect. Cumulative discharge of urban <br />pollutants to surface streams. <br />b.l Finding. The mitigation measures incorporated <br />into the Project to decrease cumulative dis- <br />charge of pollutants will substantially lessen <br />the effect. <br />b.2 Fact. Condition 64 requires Developer to <br />utilize oi.l and grease traps and temporary <br />sediment retention basins. Condition 61 requires <br />Developer to establish procedures for the safe <br />storage and handling of toxic materials. <br />b.3 Finding. Implementation of a street and parking <br />area vacuum sweeping program will substantially <br />lessen the effect. <br />b.4 Fact. Developer has agreed to enter into an <br />agreement with City for a street and parking <br />area vacuum sweeping program. <br />C. Significant Effect. Potential toxic spills degrading <br />surface and groundwater quality. <br />c.l Finding. The mitigation measures incorporated <br />into the Project to reduce the potential for <br />degrading of the water quality as a result of <br />toxic spills will substantially lessen the <br />effect. <br />c.2 Fact. Condition Nos. 103 and 85 incorporate the <br />following mitigation measures into the Project: <br />(1) Buildings, housing and businesses using <br />hazardous materials as defined by the City <br />Fire Code are required to adhere to the <br />following conditions: <br />A. The Fire Department is to be advised <br />by the business(es) responsible of <br />15 . <br />
