c.2 Fact. Condition No. 87 requires Developer to <br />submit a dust control plan to City for <br />approval. City has approved the Developer's <br />dust control plan, and major site construction <br />work involving earth moving is completed. <br />c.3 Finding. The No Project Alternative could <br />partially mitigate the significant effect if <br />development of the Project did not proceed <br />beyond the buildings already under construc- <br />tion. The No Project Alternative is economi- <br />cally infeasible and unnecessary because the <br />significant effect has been substantially <br />lessened. <br />c.4 Fact.
