c.2 Fact. Condition No. 87 requires Developer to <br />submit a dust control plan to City for <br />approval. City has approved the Developer's <br />dust control plan, and major site construction <br />work involving earth moving is completed. <br />c.3 Finding. The No Project Alternative could <br />partially mitigate the significant effect if <br />development of the Project did not proceed <br />beyond the buildings already under construc- <br />tion. The No Project Alternative is economi- <br />cally infeasible and unnecessary because the <br />significant effect has been substantially <br />lessened. <br />c.4 Fact. See Section XII (for infeasibility of <br />Alternatives). <br />c.5 Fact. See Section ZII.c.2 (Dust Control Plan). <br />D. Significant Effect. Generation of total suspended <br />particulates following construction. <br />d.l Findinq. The mitigation measures incorporated <br />into the Project to lessen traffic congestion <br />will substantially lessen the effect. <br />d.2 Fact. The Traffic Conditions will cause a <br />reduction in vehicle miles travelled which will, <br />in turn, reduce the generation of total <br />suspended particulates. <br />d.3 Findinq. The Reduced Intensity of Development <br />Alternative, No Project Alternative, Increased <br />Residential Capacity Alternative, Partial Ap- <br />oroval Alternative or Mixed Use Alternative <br />could partially mitigate the potential effect. <br />However, each of these Alternatives is infeasi- <br />ble and unnecessary as Traffic Conditions will <br />substantially lessen the effect. <br />d.4 Fact.
