B. Siqnificant Effect. Potential pedestrian/bicycle <br />safety hazard along W. Las Positas Rlvd. and during <br />buildout on interior streets. <br />b.l Findinq. Construction of a pedestrian/bikeway <br />along W. Las Positas Blvd. and Stoneridge Drive <br />has been completed and the potential effect has <br />been avoided. <br />b.2 Fact. Interior streets are wide enough to <br />accommodate traffic and bicycles until sidewalks <br />are constructed. Developer has constructed a <br />pedestrian/bikeway along the entire length of <br />the south side of W. Las Positas Blvd. and along <br />the north side of the entire length of Stone- <br />ridge Drive. <br />III. <br />Air Quality. <br />A. Siqnificant Effect. Generation of carbon monoxide <br />levels which approach or equal the new state one hour <br />standard. <br />a.l Findinq. Mitigation measures incorporated into <br />the Project to ensure federal standards for <br />primary pollutants will be met along access <br />routes will substantially lessen the effect. <br />a.2 Fact. Condition No. 107 requires primary air <br />quality standards to be met before incremental <br />development is allowed. <br />a.3 Findinq. Mitigation measures incorporated into <br />the Project to lessen traffic congestion will <br />substantially lessen the effect. <br />a.4 Fact. The Traffic Conditions (see Section <br />II.a.2) will reduce traffic volumes on City <br />streets, thus reducing vehicular emissions both <br />by reducing volume and improving leve.Ls of <br />service. <br />a.5 Findinq. The Reduced Intensity of Development <br />Alternative, No Project Alternative, Increased <br />Residential Capacity Alternative, Partial <br />Approval Alternative or Mixed Use Alternative <br />could partially mitigate the potential sig- <br />nificant effect.
