submitted to the Council at the time the request <br /> for approval is made. <br /> <br />Section 4: As to the significant environmental effects <br /> identified in Section 3 of this resolution which <br /> are not mitigated or substantially lessened, the <br /> Council hereby adopts the following statement of <br /> overriding considerations. The Council hereby <br /> finds that, based on the findings and statements of <br /> facts set forth in Section 3 and Exhibit A, and <br /> based on the Final EIR and/or other information <br /> contained in the record, its action to approve and <br /> carry out the Redevelopment Plan is supported for <br /> the reasons that the Redevelopment Plan will: <br /> eliminate blighting influences and correct <br /> environmental deficiencies in the Project Area, <br /> including, among others, small and irregular lots, <br /> obsolete and aged building types, incompatible and <br /> uneconomic land uses, substandard alleys and <br /> adequate or deteriorated public improvements; <br /> permit the assembly of land into parcels suitable <br /> for modern, integrated development with improved <br /> pedestrian and vehicular circulation in the Project <br /> Area; replan, redesign and develop undeveloped <br /> areas which are stagnant or improperly utilized; <br /> provide opportunities for participation by owners <br /> and tenants in the revitalization of their <br /> properties; strengthen retail and other commercial <br /> functions in the downtown area; strengthen the <br /> economic base of the Project Area and the community <br /> by installing needed site improvements to stimulate <br /> new commercial/light industrial expansion, <br /> employment and economic growth; provide adequate <br /> land for parking and open spaces; establish and <br /> implement performance criteria to assure high site <br /> design standards and environmental quality and <br /> other design elements which provide unity and <br /> integrity to the entire Project Area; and expand <br /> and improve the supply of housing for low- and <br /> moderate-income persons. <br /> <br />Section 5: The City Clerk of the City of Pleasanton is <br /> hereby directed to file a Notice of Determination <br /> with the County Clerk of Alameda County and the <br /> Office of Planning and Research pursuant to the <br /> provisions of Section 15094 of the State CEQA <br /> Guidelines. <br /> <br />Section 6: This resolution shall become effective <br /> immediately upon its passage and adoption. <br /> <br /> -3- <br /> <br /> <br />
