The system solution is a wide area, two county, iP-based ~r~e <br />communications system that is compliant with the ANSVEIA/TI~102 suite of standards. The EBRCS <br />Project w~l uttiize sites strategically located throughout, but not limited to, Member jurisdidiorrs. Tire <br />EBRCS Project is also expected to meet typical put~uc safety requkements of a Grade of Service of two <br />percent busies during the busy hour with an estimated 90 percent of busy cabs queued within 2.5 <br />seconds. <br />For purposes of this Agreement, P25 compliant or equivalent means a common set of standards for <br />fast-responders that allows the hghest level of interoperable cammuniptans in a digital mode. <br />2. Creatbn of Authority std Jurisdiction. Pursuant to the Ad; the Members her>rby create the <br />East Bay Regions Communications System Authority (the'Authorit~'), a public entity separate and <br />distinct from each of the Members. The jurisdiction of the Authority shall beau territory within the <br />geographic boundaries of the Members, however the Authority may undertake any action outside such <br />geographic boundaries as is necessary and inddentai to the aocorrrplishment of its purpose and the <br />EBRCS Project. <br />3. Term and Termination. Powers of the Authority. <br />a.
