That approval of the water supply and distri- <br />bution system be withheld pending final design <br />and until the developer has demonstrated to the <br />satisfaction of the City Engineer that the proposed <br />system meets both the immediate and long range <br />requirements for supplying water in this area. <br />11. That the developer comply with any and all appli- <br />cable requirements of the cross-connections control <br />and backflow prevention device programs required by <br />the California Administrative Code, Title 17. <br />12. That the developer pay the applicable Zone 7 and <br />City connection fees and the meter cost prior to <br />Council approval of the development for any water <br />meters (irrigation meters) not directly related <br />to a building permit. <br />13. That a separate water meter be provided to each lot <br />of record within the development unless otherwise <br />approved by the City Engineer. <br />14.
