8. An enhanced degree of program coordination is desirable. <br /> <br /> 9. TDA 4.5 and Measure B paratransit funds should be <br /> distributed according to need. <br /> <br /> 10. Users should not receive a poorer level of service <br /> solely based on where they live. <br /> <br /> 11. The distribution of TDA 4.5 and Measure B funds should <br /> be based on a continuing, countywide planning process. <br /> <br /> 12. Paratransit should be provided as efficiently as <br /> possible, consistent with maintaining standards of <br /> service quality. <br /> <br />KEY FINDINGS <br /> <br /> The five-year planning process focused on four major areas <br />of investigation during the course of the study. The key <br />findings include: <br /> <br /> Organizational Relationships and Program Administration <br /> <br /> o The existing array of 10 claimants in four zones <br /> provides excellent personalized attention to the <br /> individual paratransit needs of the elderly and <br /> handicapped. <br /> <br /> o Existing procuremerit practices have led to a large <br /> variance in the cost per trip among claimants. <br /> <br /> o Most Alameda County claimants do not have established <br /> quality assurance programs. <br /> <br /> o There is no ongoing planning and evaluation process for <br /> paratransit services. <br /> <br /> o Most programs have inadequate marketing and outreach <br /> efforts. The programs do not carry out more marketing <br /> and outreach for fear of over-burdening the available <br /> funds. <br /> <br /> o Many programs have not provided as much service as they <br /> could because they lack the necessary administrative <br /> staffing or because they are unable to project usage to <br /> take full advantage of available funds.
