EXECUTIVE SUMMARY <br /> <br />STUDY PURPOSE <br /> <br /> Paratransit services (door-to-door transportation provided <br />for people who have difficulty using conventional fixed-route <br />transit) are provided by ten Alameda County cities. Until now, <br />these services have been primarily subsidized by funds admini- <br />stered by the Metropolitan Transportation Commission under <br />Article 4.5 of the state Transportation Development Act. <br /> <br /> In November 1986, Measure B was approved by Alameda County <br />voters. The measure authorized a retail sales tax of 1/2% for <br />a 15-year period. The Alameda County Expenditure Plan for <br />Measure B required that 1.515% of the total sales tax revenue be <br />set aside to supplement funding of paratransit services. The <br />voter-approved legislation required that the County administer <br />the paratransit funds and work with the Metropolitan Transpor- <br />tation Commission to determine the distribution of the funds. <br />The County assigned the Public Works Agency administrative <br />responsibility for paratransit funds. <br /> <br /> In order to implement the paratransit provisions of <br />Measure B, the Alameda County Board of Supervisors adopted the <br />following recommendation from the Public Works Agency in April <br />1987: <br /> <br /> A Short Range Paratransit Program (SRPP) [shall be prepared] <br /> that includes an initial assessment of paratransit needs, <br /> the preparation and periodic updating of a five-year <br /> operation and capital budget for a Paratransit Program, and <br /> the identification of a process for distribution of <br /> paratransit funds, all in cooperation with MTC. <br /> <br /> This Five-Year Plan is intended to guide the administration <br />of both Measure B and TDA Article 4.5 paratransit funds. It <br />provides detailed recommendations for policies, fund <br />distribution, operating budgets and plan implementation. <br /> <br />STUDY CONDUCT AND PARTICIPANTS <br /> <br /> At the request of the Public Works Agency, the Metropolitan <br />Transportation Commission agreed to manage the preparation of <br />this Plan. In order to provide guidance to the planning process, <br />MTC assembled a Technical 'Advisory Committee that included <br />paratransit users, operators, and public and private agencies <br />with an interest in paratransit in Alameda County. <br /> <br /> ES-1 <br /> <br /> <br />
