18. That there be a 360 degree ladder access to all buildings on the subject property in order to enhance fire fighting tactics unless this requirement is modified by the Fire Chief. 19. That all landscaping introduced onto the property shall be of a fire retardant nature. 20. That a registered soils engineer acceptable to the City shall review all on-site and off-site grading and improve- ment plans for, the development. When these plans are found to be in accordance with his recommendations he shall submit a written statement to the City to that effect. 21. That the soils engineer acceptable to the City mentioned _, in condition 21 above shall be present during grading, .landslide repair and subdrain placement; following rough grading work, he shall provide a grading report to the City including a complete record of all field and laboratory tests with location and elevation of all tests. 22. That the soils engineer acceptable to the City shall inspect the final grading and drainage control for each dwelling and provide a statement to the City indicating that final conditions are in accordance with his recom- mendations prior to release for occupancy of said dwelling. 23. That final design of all structures including accessory buildings and fences shall be subject to approval by the Planning Division. It is intended that all structures blend with their surroundings to the maximum extent practicable. To this end, building materials used shall be confined mainly to varying types of wood and some types of masonry (such as slumpblock or brown brick). Colors shall be those earthtones which best conform to to the area. Bright obstrusive colors, such as white walls or red roofs shall be prohibited. 24.
