E. that final park plans shall be submitted to the Park and Recreation Commission for approval; and F. that the park shall be lighted to the satisfaction of the Police Department. 19. That any street rights-of-way shown on the final map as public streets shall be offered for dedication to public use or in the alternative, these rights-of-way may be purchased at their market value through a special assessment district for subdivision improve- ments if approved by the City Council pursuant to Section 66462(a)(2) of the Government Code. 20..
