Policy 15: To encourage the annexation of those unincorporated
lands within the Urbanization Line which are urbanized.
Policy 16: To annex as much unincorporated land located in
"pockets" or "islands" as possible chenever the opportunity
arises.
Utility Extensions - The availability of utilities at a site is a
prerequisite to urban development. Extension of utilities to areas
not contiguous to existing development is costly and inefficient; it
also intensifies the development pressure on the area bypassed. Ideallya
utility extension should proceed in a logical, efficient manner together
with the annexation of property in order to ensure not only that utili-
ties are provided for urban development but that other facilities and
services are provided according to city standards.
Pleasanton controls the provision of the crucial utilities - sewer
and water - to most of the area within its planning area. Generally,
these utilities are not now available to areas outside the city limits.
The availability of one or more public utilities at a site increases
the pressure for inferior solutions to the problems of providing full
municipal services in order to allow development. For instance, the
presence of water supplies encourages the possibility for development
_ at densities greater than could be attained by using well water. Thus,
pressure to allow "package plant" sewerage systems develops along with
substandard private roads and insufficient contract police and fire
protection. If urban development is to proceed in a logical, orderly
manner consistent with the General Plan, development on the city's
fringe with less than full city services. must not occur. Restraining
the provision of sewer or water service to such fringe areas until
all city services can be extended would reduce development pressure
in these areas and would prohibit untimely development.
Policy 17: To require annexation to the City of Pleasanton
as a prerequisite to utility extension, whenever possible.
-11-
