Planning Commission finds that based upon review <br />of the Initial Study, and the testimony and documentary <br />evidence presented at the public hearing that there <br />may be significant impacts on the environment, but that <br />conditions listed in Section 1 as mitigations render <br />these potential impacts insignificant. <br />Section 3.
