environmental effects are acceptable because the project's economic, social, environmental, and other benefits outweigh any impacts which may occur; said benefits are summarized in the Environmental Impact Findings, Exhibit "A"; and WHEREAS, the City Council finds that the adoption of the Stoneridge Specific Plan for the City of Pleasanton is consistent with the General Plan. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1. Adopts the Laguna Oaks Specific Plan, on file with the Planning Department, dated January 1989, with the following clarifications: 1. Retain the densities shown on Land Unit A except for those lots fronting Foothill Road and Bernal Avenue which should be redesignated to 20,000 sq. ft. minimum lots; 2. Revise the designation of Land Unit B for use as single family homes or townhouses; 3. Retain the connection to Foothill Knolls as an emergency vehicle access only road; 4. Maintain the modified 1972 alignment of Foothill Road, including a separated bicycle/pedestrian path as shown in the Specific Plan map; 5. Delete the previous reservation of land for a possible elementary school site; 6. Add proposed language regarding the phasing of construction of residential units according to availability of adequate school capacity., Section 2. The City Council hereby amends the Specific Plan to include those mitigation measures which are summarized on pages 1 and 17 of the Draft EIR with the following exceptions: 1. Clustering of units to preserve open space. Instead, the City Council recommends incorporating 26 acres of open space into a low density lot configuration. 2. Realignment of a northern access to land Unit A from Foothill Road. Instead, the City Council -2-
