environmental effects are acceptable because the <br /> project's economic, social, environmental, and other <br /> benefits outweigh any impacts which may occur; said <br /> benefits are summarized in the Environmental Impact <br /> Findings, Exhibit "A"; and <br /> <br /> WHEREAS, the City Council finds that the adoption of the <br /> Stoneridge Specific Plan for the City of Pleasanton is <br /> consistent with the General Plan. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1. Adopts the Laguna Oaks Specific Plan, on file with the <br /> Planning Department, dated January 1989, with the <br /> following clarifications: <br /> <br /> 1. Retain the densities shown on Land Unit A except <br /> for those lots fronting Foothill Road and Bernal <br /> Avenue which should be redesignated to 20,000 sq. <br /> ft. minimum lots; <br /> <br /> 2. Revise the designation of Land Unit B for use as <br /> single family homes or townhouses; <br /> <br /> 3. Retain the connection to Foothill Knolls as an <br /> emergency vehicle access only road; <br /> <br /> 4. Maintain the modified 1972 alignment of Foothill <br /> Road, including a separated bicycle/pedestrian path <br /> as shown in the Specific Plan map; <br /> <br /> 5. Delete the previous reservation of land for a <br /> possible elementary school site; <br /> <br /> 6. Add proposed language regarding the phasing of <br /> construction of residential units according to <br /> availability of adequate school capacity., <br /> <br />Section 2. The City Council hereby amends the Specific Plan to <br /> include those mitigation measures which are summarized <br /> on pages 1 and 17 of the Draft EIR with the following <br /> exceptions: <br /> <br /> 1. Clustering of units to preserve open space. <br /> Instead, the City Council recommends incorporating <br /> 26 acres of open space into a low density lot <br /> configuration. <br /> <br /> 2. Realignment of a northern access to land Unit A <br /> from Foothill Road. Instead, the City Council <br /> <br /> -2- <br /> <br /> <br />
