WHEREAS, upon receipt of the staff report and public input, the -- Planning Commission reviewed the provisions of the City's Guidelines and Processing Procedures for the evaluation ~ of projects and preparation of Environmental Impact Reports as they pertain to requirements for Negative Declarations and Environmental Impact Reports in order to determine if a Negative Declaration is appropriate for the project and what mitigation measures, if any, must be undertaken to ensure that the project will not have a significant impact upon the environment. NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES THE FOLLOWING: Section 1. The Planning Commission reviewed the contents of Resolution No. 77-66 (Environmental Impact Guidelines and Procedures) as they pertain to the requirements for Nega- tive Declarations and Environmental Impact Reports and determines that the project requested in PUD(HPD)-80-12 would not have any significant effects on the environment to require the preparation of an Environmental Impact Report since any significant adverse effects are capable of being mitigated. Section 2. Although the Initial Study identified certain aspects of the project as having potential significant adverse environmental effects, said effects can be rendered insignificant by the inclusion of conditions of project ~~ approval as reflected in Planning Commission Resolution ~ 2009 attached hereto and made part hereof by reference. Section 3. This resolution shall become effective immediately upon its passage and adoption.
