PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 2029 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE <br />CITY OF PLEASANTON APPROVING THE NEGATIVE <br />DECLARATION FOR CASE GP-81-4. <br />WHEREAS, the City of Pleasanton has applied to amend the <br />Circulation Element of the General Plan to show <br />Hopyard Road between West Las Positas Boulevard and <br />I-580 as a six-lane major thoroughfare rather than <br />a four-lane thoroughfare and to construct roadway <br />improvements (including utilities) to widen to six <br />lanes the existing four-lane Hopyard Road between Valley <br />Avenue and Johnson Drive. The six-lane roadway will <br />include median, bicycle lanes, left/right turn lanes <br />and acceleration/deceleration lanes as required. The <br />improvements just southerly of Johnson Drive may require <br />some acquisition of improved properties; otherwise, the <br />improvements will take place easterly of the existing <br />roadway and within existing right-of-way. <br />__. WHEREAS, a public hearing was held on July 15, 1981 at which time <br />all public testimony and documents were considered; and <br />WHEREAS, said proposal was based upon an Initial Study done pursuant <br />to the Environmental Impact Guidelines and Procedures <br />adopted by the City Council of the City of Pleasanton <br />by Resolution No. 77-66; and <br />WHEREAS, the Planning Commission, at its meeting of July 15, 1981 <br />received the Initial Study and proposed Negative Declaration <br />in a report from the Director o£ Planning and Community <br />Development dated July 15, 1981 regarding the afore- <br />mentioned project; and <br />WHEREAS, the Planning Commission was advised by the City Attorney <br />of its responsibilities in reviewing the proposedi.Negative <br />Declaration and the determinations required by Section 5.4(e) <br />of Resolution No. 77-66; and <br />WHEREAS, each member of the Planning Commission had before him/her <br />copies of Resolution No. 77-66 at the time of considering <br />the proposed Negative Declaration and Initial Study; and <br />WHEREAS, the public was afforded an opportunity to comment on the <br />proposed environmental assessment, which had previously <br />been published in the Valley Times, at the time of the <br />public hearing on the aforementioned project; and <br />
