Item 6e <br />Staff Report <br />PLANNING COMP4ISSION <br />August 12, 1981 <br />SUBJECT: UP-81-20 <br />APPLICANT: The Center <br />PURPOSE: Application for a conditional use permit <br />to allow the establishment and operation <br />of an alcohol counseling and rehabilitation <br />center at 228 Spring Street. Data Sheet <br />The Center (formerly Hot-Line) which offers counseling, education <br />and crisis services, wishes to establish an alcohol, counseling, <br />education and rehabilitation center, including residential services, <br />in the house located at 228 Spring Street. Such a use requires a <br />conditional use permit in the C-C District. <br />Activities that would take place on the subject site would include <br />residential care for up to six persons, information and education <br />about alcohol and its effects on families and the community and a <br />facility where anyone could drop in to chat or ask questions about <br />alcohol related problems. The facility would be open and staffed <br />24-hours per day. There would be a minimum of two staff persons <br />(one paid and one volunteer) on hand at all times. <br />Residential service would be on a first come first serve basis for <br />up to six persons. A trained alcohol specialist and trained com- <br />munity volunteers would receive clients referred there by their <br />families or other community agencies. The length of stay would <br />average five days, however, three of the resident beds may be for <br />longer periods of care. Regular family style meals would be served <br />at the facility. <br />The Center feels that a facility of this type is needed in the <br />City. The Pleasanton Police Department has indicated that they <br />are in support of such a facility and that it would be helpful to <br />them in their work. Presently inebriated persons who have no one <br />to care for them are booked and sent to the County jail at Santa <br />Rita. 4vith the establishment of the alcohol center, many of these <br />people could be referred to that facility and would not have to <br />undergo the trauma of arrest. <br />
