- The building at 228 Spring Street does not have sufficient parking <br />to accommodate the use proposed. Five spaces would be needed and <br />only three which would meet code can be provided. An application <br />for a variance from the parking requirements of the code has been <br />applied for by The Center and appears as Item 6e on the 8/13/81 <br />Board of Adjustment agenda. <br />UP-81-20 is a categorical exemption under CEQA. Therefore, no <br />environmental document accompanies this case. <br />Staff Recommendation: The staff feels that the proposed use may be <br />needed in Pleasanton and that the residence at 228 Spring Street <br />would be an appropriate location for such a use. For this reason, <br />we recommend approval of case UP-81-20 subject to the Following <br />conditions: <br />1. That this use permit is granted for a residential <br />alcohol counseling, education and rehabilitation <br />center with residential facilities for a maximum of <br />six persons only and to be located only in the <br />structure at 228 Spring Street. <br />2. That approval of this case is conditioned upon the <br />approval of case V-81-21 and any conditions which <br />may be attached thereto by the Board of Adjustment. <br />3. That the landscaping at the front of the structure <br />shall be maintained in a neat, attractive and weed <br />free manner at all times. <br />4. That the address of the property shall be displayed <br />in such a manner as to be easily seen from the street <br />at all times. <br />5. That at least three parking spaces meeting City Code <br />requirements shall be striped and paved in the area <br />at the rear of the subject property. <br />6. That any county or state licenses which may be <br />required for the operation of the proposed use <br />shall be acquired prior to establishment of the use. <br />7. Treat approval from the City is required for any <br />signing on the subject property. <br />If your Commission concurs and you approve case UP-81-20, the <br />staff suggests that you make the following findings required for <br />the granting of the use permit prior to such approval: <br />-2- <br />
