_ Item 6c <br />Staff Report <br />PLANNING COMMISSION <br />October 28, 1981 <br />SUBJECT: UP-81-30 <br />APPLICANT: Robert Atkins for Carnation Company <br />PURPOSE: Application for a conditional use permit <br />to allow the construction and operation of <br />a feed store on the approximately 1 acre <br />site located at the northwest corner <br />of Wyoming Street and the Del Valle <br />Parkway. The property is zoned C-S <br />(Commercial Service) District. <br />ATTACHMENTS: 1. Negative Declaration <br />2. Exhibit A, Site Plan, Elevations, <br />Landscape Plan and Floor Plan <br />3. Staff Report to the Design Review Board <br />dated 10/28/81 <br />The Carnation Company, operators of Albers Feed store, proposes <br />to construct a feed store on the approximately 1 acre site <br />located at the northwest corner of the Wyoming Street and the <br />- Del Valle Parkway. Feed stores require a conditional use permit <br />in the Commercial Service zoning district. For this reason, the <br />applicant is applying for such a permit. <br />The design of the building will be heard by the Design Review <br />Board at their meeting of 10/28/81. Attached hereto is the staff <br />dated 10/28/81, which describes the proposed development. Please <br />refer to that document for further details of this case. <br />A negative declaration accompanies this report. Based on the <br />initial environmental study done for this project, it is the <br />staff's opinion that case UP-81-30 would not have any signifi- <br />cant adverse effects on the environment. If your Commission <br />concurs with this environmental assessment, you must make the <br />finding that the negative declaration is appropriate for the <br />project. The finding must be made prior to taking action on <br />the project itself. In making this finding you should review <br />the contents of Resolution No. 77-66 (Environmental Impact <br />Guidelines and Procedures). Please refer to page 8 of the <br />Guidelines for the definition of significant effect and pages <br />20 through 22 of the Guidelines for the details on determining <br />significant effect. <br />Staff Recommendation: The staff feels that the subject site <br />is an appropriate location for a feed store. Additionally, we <br />feel that all findings required for the granting of a use permit <br />can be made in this case. For these reasons, we recommend approval <br />of case UP-81-30 subject to the following conditions: <br />
