Minutes Planning Commission 11/14/S4 Commissioner Innes suggested that preventative landscaping might be planted in the park. Ms. Bengtson stated that this will be their recommendation on the passageway. Mr. Wohl spoke again stating that neither he nor any of his neighbors have been contacted with regard to this matter. He indicated that there is a problem when backing out of his driveway. Cars are travelling from 30-45mph. Stop signs are on the wrong side of the street. He stated that one of his neighbors Warren Annis made a turn-around on his property to accommodate this but Mr. Wohl doesn't have sufficient property to do the same. Mr. Warnick stated that with the full street widening backing out of the driveway will not be so difficult. Traffic speed has been a concern and he has talked to the Police Department about this. The traffic committee is meeting next week and this matter can be brought up and perhaps something done in the interim. Mr. Wohl spoke to a request of Mr. Lindbergh who is the son-in-law of Mr. Quaglia. A request was made through Mr. Wohl to the City that the park be named "Quaglia" after the property owner. Chairman Doherty urged Mr. Wohl to contact Ms. Bengtson with regard to this matter. The public hearing was closed. Commissioner Innes addressed traffic concerns again stating that the neighbors, City staff and Council desire to have a park at this location. He didn't necessary feel this would mitigate traffic concerns but if the effected people are not concerned, it probably doesn't matter. Chairman Doherty discussed condition number three with the other Commissioners. Commissioner Lindsey felt that this development would not increase the level of service in this area. A motion was made by Commissioner Lindsey, seconded by Commissioner Getty that a negative declaration would be appropriate for PUD-84-13 and be approved as approval of this project would have an insignificant effect on the environment. ROLL CALL VOTE AYES: Commissioner Getty, Lindsey, Wellman and Chairman Doherty NOES: Commissioner Innes ABSENT: Commissioner Wilson ABSTAIN: None Resolution No. 2563 was entered and adopted recommending approval of a negative declaration for case PUD-84-13 as motioned. - A motion was made by Commissioner Lindsey, seconded by Commissioner Getty that case PUD-84-13 be recommended for approval subject to the conditions of the staff report eliminating number three, changing Condition No. 11 to reflect - 10 -
