Minutes <br />Planning Commission <br />11/14/S4 <br />Commissioner Innes suggested that preventative landscaping might <br />be planted in the park. Ms. Bengtson stated that this will be <br />their recommendation on the passageway. <br />Mr. Wohl spoke again stating that neither he nor any of his <br />neighbors have been contacted with regard to this matter. He <br />indicated that there is a problem when backing out of his <br />driveway. Cars are travelling from 30-45mph. Stop signs are on <br />the wrong side of the street. He stated that one of his <br />neighbors Warren Annis made a turn-around on his property to <br />accommodate this but Mr. Wohl doesn't have sufficient property to <br />do the same. Mr. Warnick stated that with the full street <br />widening backing out of the driveway will not be so difficult. <br />Traffic speed has been a concern and he has talked to the Police <br />Department about this. The traffic committee is meeting next <br />week and this matter can be brought up and perhaps something done <br />in the interim. <br />Mr. Wohl spoke to a request of Mr. Lindbergh who is the <br />son-in-law of Mr. Quaglia. A request was made through Mr. Wohl <br />to the City that the park be named "Quaglia" after the property <br />owner. Chairman Doherty urged Mr. Wohl to contact Ms. Bengtson <br />with regard to this matter. <br />The public hearing was closed. <br />Commissioner Innes addressed traffic concerns again stating that <br />the neighbors, City staff and Council desire to have a park at <br />this location. He didn't necessary feel this would mitigate <br />traffic concerns but if the effected people are not concerned, it <br />probably doesn't matter. <br />Chairman Doherty discussed condition number three with the other <br />Commissioners. Commissioner Lindsey felt that this development <br />would not increase the level of service in this area. <br />A motion was made by Commissioner Lindsey, seconded by <br />Commissioner Getty that a negative declaration would be <br />appropriate for PUD-84-13 and be approved as approval of this <br />project would have an insignificant effect on the environment. <br />ROLL CALL VOTE <br />AYES: Commissioner Getty, Lindsey, Wellman <br />and Chairman Doherty <br />NOES: Commissioner Innes <br />ABSENT: Commissioner Wilson <br />ABSTAIN: None <br />Resolution No. 2563 was entered and adopted recommending approval <br />of a negative declaration for case PUD-84-13 as motioned. <br />- A motion was made by Commissioner Lindsey, seconded by <br />Commissioner Getty that case PUD-84-13 be recommended for <br />approval subject to the conditions of the staff report <br />eliminating number three, changing Condition No. 11 to reflect <br />- 10 - <br />
