Minutes <br />Planning Commission <br />11/14/S4 <br />Storch indicated she is ambivalent about it because one half of <br />the units are one bedroom and the amount of traffic should be <br />less than for other condominium projects. <br />Ron Schneider, 650 Orofino Ct., president of the Vintage Hills <br />Homeowners Association supported this proposal. They recognize <br />the traffic problems of the area but feel that the benefit of the <br />park will override adverse traffic impacts. Commissioner Innes <br />asked if a vote was taken of the homeowners. Mr. Schneider said <br />a letter was sent by the homeowners association supporting this <br />application last month. They are opposed to a passageway. <br />Brian Hoyt 546 Touriga Ct., agreed with Mr. Schneider. They have <br />worked with the developer on this project and now concerns <br />expressed on previous projects concerning traffic are coming back <br />to haunt them. They are willing to recommend approval of the 84 <br />units to get a park. The only problem he sees with the park is <br />that there are about 1000 rentals and low income units within the <br />area of the park. There could be policing problems. Police <br />would have to come in from two different areas to stop problems. <br />City staff wants a passageway but no one else has come out in <br />favor of it. He is vehemently opposed to it. Further he has a <br />neighbor who is a sheriff and he has indicated that parks are <br />always a problem. <br />Jim Wohl, 3437 Bernal Avenue, has lived there since 1961. He is <br />against the entire thing. One of the City staff said it would <br />take 17 ft. from his property. He felt that would put the <br />traffic very close to his house. At times the truck traffic is <br />so bad now you cannot hear the television in his house. Mr. <br />Warnick suggested that perhaps the trucks in the area were going <br />to Flair Market or perhaps were for the projects currently under <br />construction in the area. He explained that Stanley and First <br />Street are currently the only truck routes in town. He urged Mr. <br />Wohl to contact Mr. Okamura or his staff concerning how much of <br />Mr. Wohl's property would be used for the widening. <br />Frank Belecky, 892 Madeira Drive supported the comments of Brian <br />Hoyt. He felt a passageway could create some real problems for <br />the area. <br />Dolores Bengtson, Director of Recreation and Community Services <br />indicated the park would be used for pick up games and not <br />organized sports. It will also have a 40' tot play area. She <br />reviewed the park plan on the schematic presented. She stated <br />that passageway is needed to allow access from Vineyard Avenue. <br />If there is no parking on Tawny she is not sure where they will <br />park if the park itself is closed off from Vineyard Avenue. <br />There will be minimum low level lighting in the passageway <br />between Tawny and Vineyard. She indicated that in talking to the <br />Police Department, their comment was that for whatever reason <br />there have been few problems with passageways in Pleasanton. The <br />one or two problems they have had deals with Amador High from a <br />residential area. <br />- 9 - <br />
