However, this danger can be substantially <br /> reduced if the City now enters into a <br /> negotiated agreement with the State's <br /> contractor to construct the elements of the <br /> Stoneridge Drive Interchange within the <br /> present State right of way. This arrangement <br /> would provide the following: <br /> <br /> 1. Maintain full width traffic lanes <br /> throughout the entire construction; <br /> <br /> 2. Maintain full shoulder widths during the <br /> entire construction; <br /> <br /> 3. Eliminate the need to remove construction <br /> elements completed by Caltrans; <br /> <br /> 4. Reduce by more than three months the <br /> exposure of the travelling public to <br /> highway construction hazards;. and <br /> <br /> 5. Eliminate any long term dangers related <br /> to remnants of temporary striping. <br /> <br /> E. The City Council finds that the State's <br /> contractor, Oliver de Silva, Inc. is on the <br /> site, has the ability to perform this work, <br /> and is the logical company to carry out this <br /> emergency construction work because of the <br /> need to eliminate potential dangers to the <br /> motoring public and the need to eliminate work <br /> being duplicated. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: The plans and specifications for the <br /> construction of portions of the 1-680/Stoneridge <br /> Drive interchange within the Caltrans right of way <br /> are approved. <br /> <br />Section 2: Based on the recitals set forth in this <br /> resolution, an emergency exists which warrants <br /> prompt action on the City's part and a waiver of <br /> the competitive bidding procedures. <br /> <br />Section 3: The City Manager is authorized to negotiate a <br /> construction contract with Oliver de Silva, Inc. <br /> based on the plans and specifications in Section 1, <br /> above, in an amount not to exceed the Engine~r's <br /> estimate for such work. <br /> <br /> -2- <br /> <br /> <br />
