CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 89-25 <br /> <br /> RESOLUTION APPROVING PLANS AND <br /> SPECIFICATIONS FOR THE CONSTRUCTION OF <br /> PORTIONS OF THE 1-680/STONERIDGE DRIVE <br /> INTERCHANGE WITHIN THE CALTRANS' RIGHT OF <br /> WAY AND AUTHORIZING THE CITY MANAGER TO <br /> NEGOTIATE A CONSTRUCTION CONTRACT ON AN <br /> EMERGENCY BASIS <br /> <br />WHEREAS, the following circumstances now exist: <br /> <br /> A. The California Department of Transportation <br /> (Caltrans) is currently widening 1-680 through <br /> Pleasanton. The project is scheduled for <br /> completion in late summer of 1989. <br /> Separately, the Stoneridge Drive interchange <br /> at 1-680 is also under construction and is <br /> scheduled for opening in late 1989. <br /> <br /> B. A portion of this Stoneridge Drive interchange <br /> work will take place within the State right of <br /> way. This work includes drainage facilities, <br /> auxiliary lanes, ramps, and miscellaneous <br /> paving and grading items. The City's <br /> consultant, CH2M Hill, has prepared plans and <br /> specifications for this work. Caltrans has <br /> reviewed and approved the plans and <br /> specifications. <br /> <br /> C. Although there has been considerable co- <br /> ordination between the City and Caltrans with <br /> respect to this concurrent construction, <br /> Caltrans is unable to allow the City's <br /> contractor to work within the construction <br /> zone of its contractor until its contract is <br /> finished. This means that the City's <br /> contractor would be unable to start work <br /> within the State right of way until all <br /> elements of the State contract are completed. <br /> The City's contractor would then need to <br /> remove portions of the already completed <br /> Caltrans work in order to construct a portion <br /> of the interchange. This would mean narrowing <br /> lane widths, reducing shoulder widths, <br /> introducing temporary barrier rails and <br /> extending construction exposure time to the <br /> travelling public. These reduced safety <br /> standards and the increased exposure to <br /> <br /> -1- <br /> <br /> <br />
