Resolution No. 2717 <br />..Planning Commission <br />10/23/85 <br />the proximity to the existing bridge crossing over the <br />Arroyo del Valle, limits the potential points of ingress <br />and egress associated with the site. In addition, any <br />vehicle movements generated by site development will <br />likely require a single access driveway for entrance and <br />exits. The proximity to the intersection will likely <br />eliminate further flexibility in site circulation; and <br />WHEREAS, the site is also affected by the location of the Del <br />Valle Parkway extension and any associated improvements <br />to the First Street alignment. while the precise <br />alignment for the parkway has not been determined, there <br />is the potential that additional right-of-way may be <br />required from this site to accommodate either one or <br />both of these projects. Along the Stanley Boulevard <br />frontage, an additional travel lane, turning lane, bike <br />path, and pedestrian sidewalk is projected for the south <br />side of the Del Valle Parkway route. In order to <br />accommodate future First Street traffic between Stanley <br />Boulevard/Del Valle Parkway and Interstate 680, <br />proposals have been made to widen First Street, <br />including the widening of the bridge over the Arroyo del <br />Valle. The need to acquire any additional right-of-way <br />from the project site to accommodate the widening of <br />First Street cannot be determined at this time. <br />Finally, the consolidation of the railroad lines will <br />result in a 100 foot width strip of property immediately <br />west of this project site. The disposition of this <br />property also has yet to be determined. The proposed <br />uses have included a parking area to a new street <br />paralleling First street; and <br />WHEREAS, Planning Commission agrees with the City Staff that the <br />conversion of this site from the current "Open Space" <br />land use designation is premature. Staff recognizes <br />that there are other properties in the vicinity <br />currently designated "Commercial and Offices" but that <br />even these sites have yet to be fully developed. <br />Access to the project will be limited and the pending <br />roadway improvements in the area will likely affect <br />this accessibility even further. Given the <br />availability of other commercial/office sites, the <br />Planning Commission does not feel that the conversion <br />of this site is critical at this time; and <br />WHEREAS, because of the above, no action was taken with regard <br />to the negative declaration proposed for the subject <br />application. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br />Section 1. Recommends denial of Cae GP-85-10, application ofJohn <br />Caroline and Art Dunkley for a General Plan amendment <br />as herein described. <br />
