PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 2717 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />PLEASANTON RECOMMENDING DENIAL OF GP-85-10, AN <br />APPLICATION OF JOHN CAROLINE AND ART DUNKLEY FOR A <br />GENERAL PLAN AMENDMENT <br />WHEREAS, John Caroline and Art Dunkley have applied for a General <br />Plan amendment to the Land Use Element to redesignate an <br />approximately .32 acre site from Open Space (Public <br />Health and Safety) to Commercial and Offices, located at <br />the southwest corner of the intersection of First Street <br />and Stanley Boulevard; <br />WHEREAS, zoning for the property is "A" (Agricultural) District; <br />and <br />WHEREAS, the applicants have submitted this request for amendment <br />to the Land Use Element designation for the site in <br />anticipation of the development of an office building on <br />the property; and <br />WHEREAS, the site is located at the southwest corner of the <br />intersection of Stanley Boulevard and First Street. <br />While the north and west boundaries of the site are <br />formed by these streets, the property is bordered by the <br />Arroyo del Valle to the south and the railroad <br />right-of-way of the Southern Pacific Transportation <br />Company to the west. These tracks are to be abandoned <br />in conjunction with the railroad consolidation now in <br />progress; and <br />WHEREAS, the site is currently designated for open space purposes <br />on the General Plan. (There are no structures on the <br />site. The grade of the property drops along the <br />boundary adjacent to the railroad right-of-way and <br />toward the Arroyo Mocho drainage channel.) The <br />elevation of portions of the site are six feet below the <br />elevation of the adjacent roadway surfaces. However, <br />the applicant has already cleared the trees and other <br />vegetation on the site and has commenced the deposit of <br />fill material on the property; and <br />WHEREAS, because of the size and configuration of the site, its <br />location adjacent to the intersection of two major <br />streets, and projected improvements to the circulation <br />system in the area, access to the site is limited. The <br />property has direct frontage on an existing right-turn <br />lane which accommodates southbound First street traffic <br />from Stanley Boulevard. This lane of circulation and <br />
