Resolution No. 2732 <br />December 11, 1985 <br />8. Effect: Changed view of lower Pleasanton Ridge from <br />grassy benches/wooded areas to urban <br />development-townhouses, custom residences, lights at <br />night. <br />Finding: The revised project substantially lessens <br />the impact of the project upon the views of lower <br />Pleasanton ridge. <br />Fact: The townhouses, the most visible portion of <br />the project have been eliminated from the project. <br />Fact: The most visible custom lots have been <br />eliminated from the project [or, have been required <br />to be screened in a manner which allows screening to <br />proceed prior to construction of buildings.] <br />Fact: Conditions No. 9 and 29 require landscaping <br />designed to hide visible development, revegetation <br />with indigenous species, earthtone colors, and low <br />level down projecting lights. <br />9. Effect: Creation of graded slopes in short-term <br />potentially extending over several years, for custom <br />lot build-out, which adversely affect view of lower <br />Pleasanton Ridge. <br />Effect: Conditions of the project substantially <br />lessen the impact of short term grading on custom <br />lots. <br />Fact: Modification (6) requires the introduction of <br />landscaping designed to screen custom lot grading <br />and development in advance of that development; <br />Condition No. 26 requires cuts and fills blend with <br />natural terrain. <br />10. Change of rural character along Foothill Road by <br />introducing urban development, possible rear yard <br />fences along right-of-way. <br />Finding: Alternatives to the project eliminating <br />development along Foothill Road will be socially <br />infeasible. <br />Fact: The City has long planned for development <br />along Foothill Road and the project site has <br />participated in sewer and water assessment districts <br />in accordance with those plans. <br />Finding: Project conditions avoid the possibility <br />of unscreened rear yard fences. <br />Fact: Condition No. 23 proscribes rear yard fences <br />at the roadway right-of-way; and <br />
