Resolution No. 2732 <br />December 11, 1985 <br />Finding: Mitigation measures to remove all hillside <br />lots are infeasible due to social considerations. <br />Finding: The City desires upper and luxury housing <br />like that proposed on hilly sites and is willing to <br />allow such development when it meets a level of risk <br />acceptable to the City. <br />4. Proposed development outside standard fire response <br />time in high fire hazard area. <br />Finding: Conditions of approval substantially <br />lessen the impact of development in high fire hazard <br />areas. <br />Fact: Conditions No. 13, 14, 21, and 30 require <br />mitigation measures be incorporated in building <br />development acceptable to the Fire Chief. <br />5. Effect: Proposed development in area with <br />insufficient water distribution/storage facilities <br />Finding: Conditions of approval avoid the <br />potentially significant effect. <br />Fact: Condition No. 21 requires the project to <br />construct the water distribution/storage facilities <br />necessary to serve the site. <br />6. Effect: Grading approximately 500,000 cu. yds. in <br />areas of potentially unstable slopes/soils. <br />Finding: The project has been revised to <br />substantially lessen the amount of grading. <br />Fact: The revised project eliminates <br />150,000-250,000 cu. yds. of grading. <br />Fact: Conditions No. 2 and l0 require final grading <br />plan/specifications approval be withheld until <br />completion of further geotechnical studies. <br />7. Effect: Increased erosion and sediment deposition <br />from graded area. <br />Finding: Conditions of project substantially lessen <br />the potential erosion and sedimentation deposition <br />from graded areas. <br />Fact: Revised project has eliminated considerable <br />areas of grading. <br />Fact: Conditions of approval require revegetation, <br />preparation of erosion and sedimentation plan <br />(Conditions 17 and 25). <br />
