Resolution No. 2732 December 11, 1985 Finding: Mitigation measures to remove all hillside lots are infeasible due to social considerations. Finding: The City desires upper and luxury housing like that proposed on hilly sites and is willing to allow such development when it meets a level of risk acceptable to the City. 4. Proposed development outside standard fire response time in high fire hazard area. Finding: Conditions of approval substantially lessen the impact of development in high fire hazard areas. Fact: Conditions No. 13, 14, 21, and 30 require mitigation measures be incorporated in building development acceptable to the Fire Chief. 5. Effect: Proposed development in area with insufficient water distribution/storage facilities Finding: Conditions of approval avoid the potentially significant effect. Fact: Condition No. 21 requires the project to construct the water distribution/storage facilities necessary to serve the site. 6. Effect: Grading approximately 500,000 cu. yds. in areas of potentially unstable slopes/soils. Finding: The project has been revised to substantially lessen the amount of grading. Fact: The revised project eliminates 150,000-250,000 cu. yds. of grading. Fact: Conditions No. 2 and l0 require final grading plan/specifications approval be withheld until completion of further geotechnical studies. 7. Effect: Increased erosion and sediment deposition from graded area. Finding: Conditions of project substantially lessen the potential erosion and sedimentation deposition from graded areas. Fact: Revised project has eliminated considerable areas of grading. Fact: Conditions of approval require revegetation, preparation of erosion and sedimentation plan (Conditions 17 and 25).
